The following is a request for a TFR on Family Gathering Area. 3 Mile Radius from the center of Section 7, T.13 S., R.21 E. Willamette Meridian.
Background Info: The 1997 Rainbow Family Gathering at Indian Prairie is a National gathering. Expected crowd size is 20,000 to 30,000 people by July 4. Currently, there are approximately 6,000 to 8,000 people with new arrivals coming at the rate of 1,000 to 3,000 per day. The main camp is in an area of approximately 300 acres. Camping is dispersed around the site and involves an area of approximately 1200 acres. Indian Prairie is at 6,000 feet above MSL. The gathering is being managed by the Central Oregon Interagency Management Team.
Reason for Request: This request is based solely on a public safety concern. On clear days we have had an average of 2 private aircraft involved in fly-bye and low level reconnaissance. We expect this activity to increase as we get closer to July 4th. Most of these are thought to be local people doing "look sees" of the goings on at Indian Prairie. The Team feels a TFR should be imposed to limit the possibility of a mid-air collision which would jeopardize the safety of the Family members. The prairie is only 300 acres in size and seems to be the area of greatest interest to aircraft sight-seers.
The purpose of this request is NOT to exclude media aircraft. In fact, media aircraft has not been a factor in this event as of this date.
